Arbiter is a Legendary Champion from the High Elves faction in Raid Shadow Legends, who has an affinity for Void. She is available after completing the mision quest line in Raid Shadow Legends. This champion offers an impressive array of skills which can be used in a variety of settings. Her team revive, heal and turn meter boost proves valuable for teams in Ice Golem, Fire Knight, Dragon and Faction Wars. Arbiter Skills Overview

Gaze of Justice

A1: Gaze of Justice

Attacks 1 enemy 2 times. Each hit has a 30% chance of placing a 25% [Weaken] debuff for 2 turns.

Upgrades as follows:

  • Level 4: Buff/Debuff Chance +10%
Enforced Humility

A2: Enforced Humility

Attacks all enemies 1 time. Has a 75% chance of decreasing the duration of all enemy buffs by 1 turn.

Mentor of Heroes

A3: Mentor of Heroes

Places a 50% [Increase ATK] buff on all allies for 2 turns, then fills the Turn Meters of all allies by 30%. Heals all allies by 25% of their MAX HP if they have less than 50% HP.

Destiny's Call

A4: Destiny’s Call

Revives all dead allies to 35% HP, then fills the Turn Meters of all allies by 20%. Grants an Extra Turn to this Champion if an ally was successfully revived.

Arbiter End Game Build Guide

The Arbiter is a defining Raid champion and single-handedly separates Late Game and End Game in our classification. Obtainable through the missions she is guaranteed to enable multiple playstyles if you haven’t gotten champions for them already.

This includes the ability for mass revive and allows to build glass cannon attackers for dungeons (available on the next page) and additional speed boosting for cb. However, the main use of Arbiter in End Game is the Arena thanks to her kit. It’s usually a good idea to book all Arbiter skills with cooldowns, as she is one of the most useful legendaries in the game.

Masteries

Arbiter has an excellent (2nd best behind Lord Shazar) speed aura in arena at 30%, two turn meter boosting abilities with a full team resurrection. Most of your efforts for masteries and equipment will be focused on having as much speed as possible, so lore of steel and all tm boosting masteries are a common choice.

There are a number of considerations for the T6 masteries. In this guide timely intervention was chosen to allow Aribter to cut in the turn order of opposing teams even if you didn’t go first or suffered a setback in arena. If you are focusing on other content than Platinum arena you may choose to pick +50 Resistance or +50 Accuracy as your final masteries.

Gear & Stats Build

If there is one thing to define Arbiter it is one word: Speed. Most of the endgame will be focused on achieving as much speed as possible from any source including Speed sets, masteries, glyphs. To achieve this, ensure that you prioritise triple to quad roll speed substat gear irrespective or other main/sub stats. It may take a huge amount of time and energy to farm it.

Given the choice, use HP/Def ring and amulet, and Acc banner for her A2. Refresh accessories would have significant benefit for Arbiter as many of her key abilities have long cooldowns.

Recommended Main Stats & Gear

  • Weapon: Speed/Divine Speed – Priority speed sub-stat
  • Helm: Speed/Divine Speed – Priority speed sub-stat
  • Shield: Speed/Divine Speed – Priority speed sub-stat
  • Hands: Speed/Divine Speed – Priority speed sub-stat
  • Chest: Speed/Divine Speed – Priority speed sub-stat
  • Feet: Speed/Divine Speed – Priority 6 star speed boots
  • Ring: HP/Def
  • Amulet: HP/Def
  • Banner: any – Priority speed sub-stat

If Arbiter is going second and your lead is not Siphi or Duchess that can give block debuffs, and you face a Tormin, your Arbiter’s team is likely to get frozen. You might want 4 pieces of immunity gear, with good speed sub-stat rolls in that case.

Arbiter should be your 1st or 2nd fastest champion and the speed aura lead in 99% of arena speed teams. She pairs well with other speed boosting champions such as Siphi, Lanakis, Lyssandra, Golden Reaper, Sethallia, Kymar, Apothecary…etc. Therefore, speed matching to the rest of team is the most important consideration.

Dungeon Runs

Dragon 20

Arbiter can be a core champion that enables stable speed running of dungeons. If you have just gotten her, it’s unlikely you champions are able to one-shot waves due to a lack of excellent equipment. The recipe for speed running is not complicated.

  • Your arbiter needs to be at least over 201+ speed to lap the speed of the mob waves. 301+ is preferred.
  • Your arbiter needs to survive the nukes and the rest of the team will do the job.
  • Bring an AOE Decrease Def of the right affinity for the waves to be mowed down fast
  • You don’t need legendaries to make this work. MAX HP nuke champions such as Coldhearts and Royal Guards will do the job splendidly.

Note that together with Def Down and Arbiter Weaken debuffs you don’t need champions like Dracomorph, Venus or Lydia to make fast runs.

Arbiter dungeon runs

Fire Knight 20

The same principle for speed running applies to Fire Knight 20 as well. Since Coldhearts have a tendency to use Hearseeker straight into the shield of FK, they can sometimes be wiped.

Arbiter mass revive ensures the runs are stable, as you can repeat the sequences as long as Arbiter herself is alive. Note that speed and Turn Meter boosts are important against fire knight, as well as Decrease Def and TM reduction.

Decrease Speed is another debuff that should not be overlooked on the boss. If you are not a lucky owner of Coldhearts you should consider Alure for the TM reduction role. Arbiter ensures she is alive at the start of the boss fight after the waves and a 100% crit rate, 200+ speed and accuracy Alure with Arbiter can lock FK 20 down despite her negative affinity.

Ice Golem 20

As the final showcase of Arbiter prowess in dungeons, Ice Golem 20 is also possible to speed run.

It’s likely the least popular dungeon to complete quickly due to the quality of the sets and difficulty. Unlike other bosses the counterattack can be devastating, so ensuring the boss has Atk Down debuff and the minions revives are blocked can be the key to victory during the speed runs (unless you’re a lucky owner of the best poisoners in the game, e.g. Dracomorph). Furthermore, Arbiter with sufficient speed and survivability allows the glass cannons to perform their role admirably.
